MEMORANDUM OF COOPERATION INTERNATIONAL HUMANITARIAN MISSION  “FLOTILLA 2 ARAKAN”

  • INTRODUCTION

 

This Memorandum of Cooperation (MoC) for the International Humanitarian Mission Flotilla 2 Arakan (F2A) acts as the main document that explains the principles and cooperation method of this mission.

The F2A project is a humanitarian mission under the International Human Rights Movement. It is a not a Government to Government (G2G) or a party based movement, but a Community to Community (C2C) effort that brings together international communities to break through the barricade of the current government of Myanmar on the province of Rakhine/Arakan and the Rohingya ethnic.

The mission is organized by a collective of Non-Governmental Organizations (NGOs) from various nations such as Malaysia, Indoneisa, Thailand, Cambodia, Turkey, EU, USA, Saudi Arabia, Palestine, and invitation letter is being sent to all over the world to bring in more international civil participations to cooperate together in this mission. We are using the same SOP as the Mavi Marmara mission and Women’s Boat to Gaza mission.

In each participating nation, a local F2A secretariat will be established to bring in more support and spread awareness to other NGOs, government bodies, political parties, and the public on this International Humanitarian Mission Flotilla 2 Arakan. It is estimated that each participating nation needs a fund of at least USD 400, 000.00 to support the whole cost per ship/mission that will fit at least 150 activists and humanitarian aids. F2A will be a continuous mission for at least 3 times a year until the blockade on Rakhine/Arakan province is no more and humanitarian efforts can reach to the whole province, refugees from Rakhine/Arakan is able to return to their homeland, and the development of the province is able to run properly.

The NGOs in Malaysia have been given the responsibility to form a Main Secretariat and functions as the international coordinator for F2A. Thus, this document is created to ensure better understanding, focus, and togetherness between the participants so that the mission will be successful.

 

  • MISSION AND VISION

F2A Mission

  1. To send humanitarian aids to the people of Arakan that was affected by the ethnic cleansing that is occurring.
  2. To increase the public awareness of what is happening in Arakan.
  3. To put an end to the economic and social blockade on the people of Arakan.

F2A Vision

  1. To end the negative cycle and bring peace between the government of Myanmar and the people of Arakan.
  2. To cooperate with other nations that shares our view about helping the people of Arakan.
  3. To bring immediate help and aids to the people of Arakan so minimalize the damage already done in the province.

 

  • OBJECTIVES

First Objective

To bring media exposure on the ethnic cleansing that is happening in Arakan/Rakhine to bring the collective international leadership to pressure the government of Myanmar to stop. These ethnic cleansing attacks have been going on for a long time and did not get the justice they deserve.

Second Objective

The redevelopment of the Rakhine/Arakan province. The people of Arakan is underdeveloped from all economic, politics, and social aspects. With the first mission, F2A hopes to become the catalyst towards the development of the province with the cooperation of the government of Myanmar.

Third Objective

To empower the people of Arakan with strong survival skills. The process of development will take a long time, thus F2A hopes we can also bring moral support so that the people there can work on the development of their land with their own two hands.

 

  • FLOTILLA DEPARTURE DATES

International Flotilla 2 Arakan will continue its mission until all objectives are reached.

2017

First Mission         : January – April (15 April)

Second Mission     : May – August (15 August)

Third Mission        : September – December (15 December)

Fourth Mission      : January – April (15 April)

Fifth Mission         : May – August (15 August)

Sixth Mission        : September – December (15 December)

Eighth Mission      : May – August (15 August)

Ninth Mission       : September – December (15 December)

 

2020

Tenth Mission       : January – April (15 April)

Estimated Timeline for One Mission – 15 Days

  1. 5 Days – Penang (Malaysia) to Maungdaw (Myanmar)
  2. 5 Days – in Maungdaw, Rakhine/Arakan (Myanmar)
  3. 5 Days – Maungdaw (Myanmar) to Penang (Malaysia)

 

  • PARTICIPATION (FOR ALL NATIONS)

    • Participant Requirements
      • Through NGO or F2A Incorporation
      • Pass the screening/background checks by local authorities
      • Age 18 and above
      • Physically healthy
      • Of sound mind and emotions
      • Competent swimming skills
      • Pass the F2A basic training
    • Number of Participants
      • Minimum of 100 participants per ship (depending on the ship)
      • 1 NGO/Collective is required to send a minimum of 1 participan

 

  • SAFETY PROCEDURES AND PREPARATIONS

 

As the nature of this mission is of humanitarian effort and not military effort, preparations and safety procedures is a must. The preparations and safety procedures here follows the same standard as what Mavi Marmara mission and Women’s Boat to Gaza did.

 

  • Preparations Before Leaving
    • F2A Basic Training
    • Full Body Check Before Boarding Ship (To ensure there are no weapons and prohibited substances)
    • On Ship Briefing

 

  • Preparations During the Journey to Myanmar
    • 24 hours Operation Centers in all participating nations
    • Continuous reports from ship through multiple communication devices from all activists
    • Information is spread all around the world through social media and electronic media

 

  • Preparations and Safety Procedures if being apprehended by the Myanmar Authorities
    • No physical/armed acts of violence must be done
    • Continuous media coverage will be send to operations centers
    • Mass media and electronic media coverage will be doubled
    • Government and political parties will be contacted to get involved
    • Pressuring the Myanmar Embassy to release the detainees
    • All activists to be released and safety return home

 

  • Preparations After Safely Returning to Malaysia
    • Press conference will be held
    • F2A Round Table Discussion will be held between all who were involved
    • F2A Reports will be written and uploaded to the official website and social media
    • International activists will return to their own country
    • F2A Road Show will be conducted all over the country in participating nations create more awareness and explanations while also prepare for the next mission

 

  • Preparations for the Next Mission
    • Improve the planning based on the previous F2A Report
    • Prepare for the next mission based on previous experience

 

  • ORGANIZATIONAL STRUCTURE

F2A Organization is divided into two categories, which are F2A Committee functions as the main organization and F2A Secretariat functions as the executive branch.

Both will then be further divided into two which is International based and Local based.

 

  • INTERNATIONAL F2A COMMITTEE

This committee will be formed by all and every NGO worldwide that agrees to cooperate in this F2A mission. This committee is responsible towards the mission’s successes, visions, and objectives. For the management part, the Committee will create an International Secretariat to run the projects towards the success of this mission.

 

  • International F2A Secretariat

 

The Secretariat will handle the day to day operations of this humanitarian mission and reports to both the International Committee and the international community.

 

The Secretariat will form a committee as below:

  • LOCAL F2A COMMITTEE

 

The Local Committee will be formed by all and every NGO within a participating Nation, that agrees to cooperate in this F2A mission.

 

All and every NGO that forms the Local Committee will also be part of the International Committee.

 

This Committee is responsible towards the mission’s success, visions, and objectives as representatives of their Nation.

 

For the management purpose in the Nation, each Local Committees will form a Local F2A Secretariat to run the projects within their nation towards the success of this mission.

 

  • Local F2A Secretariat

 

The Secretariat will handle the day to day operations of this humanitarian mission within their respective nations and reports to both the Local Committee and also to the International Secretariat.

 

The Secretariat will form a committee as below:

  • FINANCIALS 
    • An official account on the name of “International Flotilla 2 Arakan” will be opened for the International F2A Secretariat while “Flotilla 2 Arakan” accounts will also be opened for each Local F2A Secretariat.
    • The estimated cost is USD 400,000.00 for each ship per mission. Every NGO or collective that joins the F2A NGO Incorporation must contribute a minimum of USD 4,000.00 for each mission to the Treasurer of each Local F2A Secretariat.
    • Each nation is also expected to have a collective of at least 100 NGOs who agrees to contribute USD 4,000.00 per mission. From the contribution, the Local F2A Secretariat Treasurer needs to send 10% or USD 400.000 (whichever is bigger) to the International F2A Secretariat Treasurer for the operations at international level.
    • To help with the operations cost, the NGOs are expected to keep collecting funds for all F2A missions. 30% of the funds will be rebated back to each NGOs.
    • For accountability and transparency, Reports on Income Statement, Expenses, and Financial Statement of each secretariat will be audited, reported, and published publicly on the official website flotilla2arakan.com for each mission.
    • Operating Costs will be mainly for Shipping/Transport, Management, Promotion, Emergencies, Food and Drinks, Aids, and others.

 

  • CONCLUSION

 

We are hopeful that every principles, policies, and methods as explained in this memorandum will be understood, agreed, and becomes the platform for all who joins in this F2A mission.

 

Hopefully our efforts to break the blockade of the government of Myanmar on the province of Rakhine/Arakan will be blessed and ends up successful.

 

Hopefully the Military Junta, government of Myanmar, and the Buddhist Militia will come to their senses from whichever misconceptions and prejudices towards the Muslim minorities, and work towards a peaceful resolution. And coming together to develop the province towards a peaceful and tolerating nation as other multi-cultural nations all around the world.

 

Come, let’s get together and ensure the success of Flotilla 2 Arakan to end one of the biggest humanity crisis of the 21st century.
